[MonoDevelop] GTK-2.10 Addin

I agree that we need a 2.10 addin. However, we also need a 2.12 installer
for windows too. We are about to develop a cross-platform app using Gtk# and
2.12 is the latest version for for linux (probably the best version). It
would be really nice if the Windows version would not lag so far. I know...I
could build it myself, but if Windows is a supported platform, let's keep it
updated...pretty please! :)
