[MonoDevelop] Gendarme Addin

I'm developing it against the SVN, though I don't think it uses anything
special, so it should work on 0.13 (I'd be glad if anyone tests this).

It would be very nice if it would be in the repository, I agree :) (hint,
hint to the devs)
