[MonoDevelop] I feel dirty

Hey Lluis, list,

I ripped RunInitialization() and friends from
Core/src/MonoDevelop.Core/MonoDevelop.Core/SystemAssemblyService.cs for
my nefarious purposes in Prebuild.  It seems to me that the world could
do with a library for processing pkg-config files... What do you folks
think of a spliting the .pc processor into a PkgConfig.dll so that those
that need the functionality don't have to keep a fork of the code in
their projects?
