[MonoDevelop] Generate autotools files on empty solutions

Ok, I've just devised a small patch that fixes the problem (and still
generates autotools files - they just don't do anything for empty
solutions).

Also, the patch adds the MonoDevelop.Autotools project into the Extras
solution - is this OK? - makes it easier to develop Autotools in MD...
