[MonoDevelop] support for web projects

 My idea it to just set the needed flags to the compiler (build dll, add
the usual .NET assemblies) when copiling and execute xsp on the project
folder when running, call a browser. I DO NOT mean designer, cause you
can do your work without designer (if you are a good asp.net developer I
suppose)

You (we) should that first?
