[MonoDevelop] Native projects

Attached is my patch that made it easier for me to incorporate my C++
binding.  If this is mostly superfluous, I can do without it and
rework my binding as necessary.

Part of the reason I thought it might be advantageous to separate
native from managed projects a bit is the difference in handling
references/libraries between the two project types.
