[MonoDevelop] Logging in MonoDevelop / Addins

Hi.

It looks good to me, although I cannot do a clean patch of
pkgconfiginvoker.cs. Also should we not remove the LoggingService
entirely? And if you could add some ChangeLogs it would be great!
