[MonoDevelop] Getting ready for a new release

Maybe i am just being stupid I don't know, but I don't get the numbering
scheme of .10 most people consider .10 to be 10% so that would seem that
monodevelop is 10% done?  wereas .9 is considered 90%  so i am confused as
to why put out a release that looks like it is going down in number not
going up?

Maybe I am just being stupid and looking at it wrong?

Just my thoughts.
