[MonoDevelop] Skeleton Translation Plugin

Hi,

Yeah TranslationFileDescriptionTemplate is a leftover from some wild
idea that has matured differently, also I'm working in something a bit
more functional, that I hope to present (a new diff) for approval
tomorrow.
