[MonoDevelop] Using gmcs to compile MonoDevelop

I don't mean at any to change any add-in, or to
support generics and so on in MD, I just mean to
compile MD itself with gmcs and Cecil, even though the
projects could continue targeting mcs.
It may be obvious, but some time ago I had a
discussion with other people regarding this and I
wanted to make it clear.
