[MonoDevelop] patch to split common file types out from CSharpBinding and empty CSS file

Hi,

I made a tiny patch to split some common file types (those which
language won't matter) out from Extras/CSharpBinding into
Extras/CommonTemplates, and add empty CSS file as someone wanted
the support.

(CSS support is just as an empty file for "Misc" category,
so CSS Parser will be anyways required/useful :-)

Am creating the patch while not understanding how "compiler manager"
stuff works, so CSSCompilerManager.cs would be extraneous (as CSS
file should not compile).

If the patch looks good, please feel free to apply it.
