[MonoDevelop] MonoDevelop 0.9 Release

It might be nice to drop an index.html into that directory with simple
directions for loading the URL from MD.  Maybe mdtool could generate it
along with the other addin repository files.

Another idea: The web page could list the available addins from the
repository, their versions, and so forth.
