[MonoDevelop] Cross platform build strategy

not only on windows and GUI not only GTK-based. 

I personally have strong will to have MonoDevelop GUI based on SWF
(may be in parallel with GTK). more or less it possible now, except
limited places in Core not yet factored in way to be GUI toolkit
independent
