[MonoDevelop] Compiling monodevelop from svn - "package mono not found in the pkg-config path"

Ive set PKG_CONFIG_PATH to where all the *.pc files are installed, but there is
no 'mono.pc'.  Mono 1.1.6 is on my PC (fedora core 3) and working fine, but I
installed it via 'yum install mono-complete' which doesn't seem to have
installed mono.pc.  I'm not experienced in the different build processes used,
so am I missing something fundamental here?  Many thanks.
