[MonoDevelop] Pre/Post build steps working directory

The attached patch sets the working directory of the spawned pre/post 
build actions to the base directory of the project that the build action 
was set for.  This seems like the right thing to do, rather than leaving 
it as the directory current when MD was started.  Let me know if it's ok 
to commit.
