As far as the TextEditor goes, you can modify its keybindings via the
addin file
(monodevelop/Extras/MonoDevelop.SourceEditor/MonoDevelop.SourceEditor.addin.xml), just look near the bottom for the EditActions, and you can change control+space to something else. As for changing the default or making it configurable, it would be great if someone puts it in bugzilla so it doesn't get lost.
