[MonoDevelop] jlbuild test release

Hello,

	I have written a small tool to build MonoDevelop projects (and other
IDES eventually) from the command-line.  I have tested it on my machine
with the various MD projects I could find, and it also works with csc/.
NET.  It currently does not work with SD projects for some reason, but I
expect that to be easily fixed soon.

	You can download it temporarily from
http://monodevelop.com/tmp/jlbuild-0.1.tar.bz2 until I figure out the
appropriate permanent home and name.
