[MonoDevelop] Licensing concerns.

This specific use case I have never been questioning - code that is 
entirely independent of MD / #develop can be any license the programmer 
chooses it to be. Like generic widgets. I'm only challenging tightly 
integrated code, like addins of any kind - which btw make up most of the code.
