[MonoDevelop] Creating, Loading Combine crash

This error is caused because you dont have mono built with ICU support.

ICU support is a requirement for running MonoDevelop.

Can someone with more experience with rpms please explain if this is an
issue everyone with mono 0.30.1 is going to have or not? Basically, do
these rpms have optional ICU support, or what?
