No. We plan to develop a Gtk# forms designer that's *much* cooler than
that. :-)

This will not be for a while though, so until then, use glade.
Monodevelop has some support for adding glade files to your project and
launching glade to edit them, etc. (Maybe that's only in subversion
though and not in the last tarball release?)
