The first step would be to look at the existing color scheme editor
and thinking of ways you could improve it. It's currently just a big
list of colors, which isn't a very good editing experience.

You might for example have a more interactive way of editing colors on
a sample document like this: http://studiostyl.es/schemes/create
Or a tool for generating a scheme based on several core colors:
http://frickinsweet.com/tools
Or perhaps some kind of contrast/color theory based engine for
identifying and highlighting potential problems in color schemes e.g.
black text on black background...
