The core of this project is writing a good CSS parser - although, if
you can find an existing open-source (and appropriately licensed) CSS
parser, you would ideally use that and focus on other things. Based on
this parser you would then implement CSS code completion and syntax
highlighting. You would also have to create the code completion
database so that the completion would know what properties/selectors
were available for different CSS standards.

There is some flexibility exactly what features you include in your
proposal - for example, you could also include document outline and
breadcrumb, inline completion in Razor pages, error underlining for
CSS properties not supported by current browser profile, stuff like
that - but at minimum I would expect the parser and completion engine
to be completed for the project to be considered a success.
