[Mono-winforms-list] SplitterPanelDesigner

The Designers are in

It seems that we don't have the SplitterPanel one implemented.
Currently our design surface designer creation code is going to walk
through the Type's hierarchy and load the first available Designer
Type. This was done so because we are missing a fair number of
designers (line 312 -
