[Mono-winforms-list] First version of ThemeVisualStyles

Hey George!

- Until this is complete, lets only activate the theme when 
Application.RenderWithVisualStyles == true AND theme_var == 
"visualstyles".  We don't want people to start getting half visualstyle 
controls and half classic controls.
- Go ahead and commit this, and then please try to incorporate Ernesto's 
patch into what you have.  Note that there are some issues with adding 
new public stuffs and some code formatting, but please try to add the 
usable parts.
- Basically, you can commit anything you want to ThemeVisualStyles.cs 
without review, but I need to review any changes to existing code to 
ensure nothing gets broken as we approach 2.0.  Also, it cuts down on 
work from me if I don't review ThemeVisualStyles stuff.
