[Mono-winforms-list] Control.IsMirrored

I don't think winforms currently supports any RTL features.  I believe 
the more immediate goal is to have a complete LTR framework before 
looking into RTL stuff.  For the short to intermediate term, we will 
probably stub this to always return false.

Patches are of course welcome, but as you say, this is a massive 
undertaking affecting nearly every piece of winforms.
