[Mono-winforms-list] An attempt at implementing Help

The last change to the Help class is more than one
year old. Currently nothing works. Some time ago I
suggested to just use Process.Start as it will work in
some cases. Hopefully this will be a better start. It
is still incomplete and buggy, but others may know
more than I do and the problems could be solved.
