[Mono-winforms-list] Splitter doesn't work

All,
Splitter seems not to be able to resize... a simple two panel form with a
splitter in between should resize, right? The following code exhibits the
problem (if run with MS.NET, works fine... mono doesn't allow resize). Am I
misunderstanding how splitter is intended to work? It seems like this
behavior should be the default.
