J2ME is a Java runtime environment. This means that you only can run Java on
those mobiles. There is no CLI runtime that is written entireli in Java. In
addition J2ME has a lot of limitations over standard Java that makes it
quite impossible to implement CLI in Java.

For example there are no floating point operations, there is little memory,

.NET Compact Framework is designed for small computers like SmartPhones that
have a much rich feature set than J2ME, in addition you can run native code
on SmartPhones.
