Sounds to me like your WINE work is getting in the way of things?  Just a
guess.

Can anyone tell me what I haven't I done yet.

I have at last managed to build from the SVN (I think) following Paul's
notes (with the obvious corrections).

I made libgdiplus and installed it
(There may be a slight conflict in that I also had cairo/libpixman rpms
installed but I've removed the now) I made mono and installed it

I compiled a simple example using System.Windows.Forms

I tried to run it.

I got the following error:
