You're in luck, http://netbeans.sf.net/ and maybe http://www.eclipse.org.
Also http://www.scintilla.org for the editor. I'll be surprised if
eclipse hasn't got anything for development that will help you yet.
Finally if all else fails, emacs or xemacs is available though best get
version 24 and an additional lisp package for visual-basic-mode to install
