[mono-vb] Fedora installation issue - VB compiler

Fixed the issue.  Turns out that the VB compiler was in the Fedora 13 yum
repository under the name "mono-basic".  Yum installed it and it compiles
the Hello World just fine.  Now I am going to port some of my Windows based
stuff over and give the compiler a road test.
