[mono-vb] creation interface vb

Hi,

the GUI designer is not implemented in Mono VB so far.
Please use Glade (http://glade.gnome.org/) as a stand-alone application to
design your GUI. There are implementations of Glade for Linux, Windows and
MacOS. When it's finished you can use the Glade Sharp Code Generator (see:
http://github.com/FireRabbit/glade-sharp-code-generator/tree/master) to
create a Mono VB program frame.
