Add a reference to your C# dlls:
vbnc -reference:CSharp1.dll,CSharp2.dll ... (if you use an IDE just add a
reference to each dll using the IDE).
and then:
Imports XPlane
in your VB file.

No, C/C++ headers can't be used, you can compile C/C++ code into a library
and then use P/Invoke to access the library. Search MSDN for information,
it's explained in detail there.
