[mono-vb] Microsoft.VisualBasic.targets on Linux

Hi Rolf,

I didn't know this file was to be included (it's been missing since
1.2.3.1).  It will be included in 1.2.6.  I'll update the build service
rpms, but the linux installer won't be updated until 1.2.6 releases.
