[mono-vb] Tests

I mean the mcs/errors subdirectory not the mcs/tests has source files
organized around error numbers. (most of those numbers are indeed shared
with VB.NET, but are some that doesn't have a counterpart in VB.NET and
there a lot of specific ones to discover, as there isn't (or at least I
couldn't find) any documentation about all the errors vbc spits out.
