[mono-packagers] Provide updated stable binaries?

Hello,

I was just curious what the policy/procedure is for providing stable
releases.  On the download page for Mono, 3.4 is listed as stable but there
are still older versions listed for the download.  If you go to the main
root link:

http://download.mono-project.com/archive/

It looks like only Mac OSX has binaries available.  The stable release for
Windows is 3.2.3 which was back in Sept. of 2013.  I know a lot of work
goes into testing and checking these but would it be possible to update
them?  Or if they're not ready for "stable" release could a beta be
provided?
