[Mono-osx] Creating OS X app bundles

I see that MonoMac can be used to create OS X app bundles, however I do
not use MonoMac.
I'm using my favourite environments (VI and Eclipse) :)

Can MonoMac be used to create app bundles from the command line ??

If not, what other tools would be good for this purpose ??
(I've used Py2App for my Python OS X applications)
