[Mono-osx] Create a Mac Installer: TypeLoadException ProcessArgumentBuilder

So apparently this may be due to a missing "Apple Application Tools"
download.  Yet googling that only leads to questions almost exactly like
mine and nebulous answers referring to other answers hidden in paid support
forums.  Can anyone provide specific information as to what exactly this is
and exactly how to get it?   Apple's own website doesn't know what it is.
