[Mono-osx] CFSampleBuffer Additions

Hi everyone,

I have a patch that adds some functionality to CMSampleBuffer.

* I only did the easy functions, there are a bunch of other functions that
need to be converted but I didn't want to screw them up.
* The remaining function prototypes are included in comments.
* Also, I did not include the *Create functions.

I hope to get these into the next MonoTouch -- they're needed in order to
get raw audio data from the iPod Library. I'm hoping this head start will
inspire someone smarter to finish it off. :-)
