Really? "Nothing" is such a strong word. It was announced as possibly making it into Mono 2.8, that's something.

Whether it's been started or not, I have an interest in such a tool, and possibly the ability to create it. Is there someone I should talk to?

This bundler examines your .NET application and generates an application bundle that contains both your application code and any dependencies that it needs from Mono in a self-contained package.
