[Mono-osx] [MonoMac] NSRulerView Delegate

I think we need to add one, as it is documented as existing, but does
not seem to be called out specifically.

My one concern is: how is this even hooked up?  I could not find a
delegate property or setDelegate: method in NSRulerView.
