Paint.NET is tied to WinAPI in some ways, so you won't be able to run it 
with mono on Mac OS or Linux.

However, as others mentioned there's fork of Paint.NET called 
paint-mono.  It's in alpha stage, so you are not likely to get it 
running by yourself.

Anyway you can try asking someone else experienced enough to provide 
precompiled binaries for you to try.

It's a good idea to learn a bit about a thing before downloading it and 
complaining loud in public that it isn't working.  The whole 
http://mono-project.com/ is at your disposal.
