Mono 1.9 will be out within a few weeks (probably sooner). We're
currently testing Mono 1.9 Preview 4. If you'd like to take a look at
it, you can get it here:

The reason we called this release 1.9 is to show that we are getting
ready for our next major release Mono 2.0.

That preview page link will always contain the latest preview. If you
just want to see when new releases come out, we announce those on the
front page of http://www.mono-project.com. We also mention new releases
on Monologue (the mono blog).

Also, we announce each Preview release on mono-list and mono-devel-list.
