[Mono-list] F# version in Xamarin repos

The last update on the email thread from Don Syme said we should update to 4.0.1.20, I assume we need to do this for all platforms not just Linux?

    version 4.0.0.3, which came out on the 6th of August 2015... That's more than
    one year ago, and numerous versions (more than a dozen) have come out since.
    Is there a reason for keeping an older version ? Are those packages not
    maintained anymore ? It just feels weird that alongside cutting edge mono
    packages, lies a (somewhat) outdated package.
