[Mono-list] Invoking mono.exe results in access denied/Not a valid Win32 application

Hi, I just installed mono 3.12.0.68 on 32 bit XP in a vmware VM

>From the command line, when I type mono.exe <program> I get a error window
that reads:
C:\Program Files\Mono\bin\mono.exe is not a valid Win32 application
The command line out put is:
Access Denied

I created the hello world program per documentation and entered:

mcs hello.cs

I received the same error message

Any assistance in getting mono.exe working would be greatly appreciated
