[Mono-list] Listen on same port ipv4 and ipv6

Okay so after all of that Apparently the latest GIT version works just
fine; I was so focused on finding an error, I wasn't reading what the
new error actually was.

I see that int he latest version, if the option is SO_REUSEADDR and
SO_REUSEPORT is defined, then the same option is passed to REUSEPORT.
