Well, what assemblies specifically do you care about?  Most likely, you don't actually need it on Windows, do you?  Most likely you actually need it on mac/linux/whatever, right?

Sometimes, you can build on mac/linux/whatever, and simply copy the DLL to windows.  As a recent example, I recently had to do this for SQLite:
