[Mono-list] Error installing XSP - missing required Mono 4.0 assembly: System.Web.dll

I think you need to run ./Autogen.sh --prefix=/usr instead of configure.

Also, your mono version is quite out of date.  Since you are comfortable
compiling from source, I would recommend upgrading to 3.10.
