"based on" might be a bit strong. It *uses* Xwt.

Most of the current Xamarin Studio/MonoDevelop code is based on Gtk#. *Parts* were done in Xwt so that those parts could use the platform-native UI and share code with Visual Studio (e.g. File > Open, the Android designer), but most was written in, and continues to be in, Gtk#.
