I disagree.  Whether you get some library via NuGet and then distribute the DLL with your app, or you simply include the DLL with your app, this is a perfectly reasonable expectation.  

Note:  NewtonSoft.Json, is the #1 most popular package in NuGet, with 1 million downloads in 6 weeks.  Not a RPM package or DEB.  Yes, it's ok to distribute the DLL depending on its license terms.
